The Philippines dancing prison

After I spent time reviewing Norway’s prisons system, I looked at other notable European prison systems but I didn’t see anything much different from what Norway was doing. Then I saw Cebu prison in the Philippines. A guy, who was appointed by the governor of the region and who had zero prior experience in running a prison, decided to change a few things about how the prison was run. The video below shows he made a few anti-corruption changes to the guard staff, and then his one big change was to institute mandatory dancing for exercise. I couldn’t find any numbers for the re-offense rate for prisoners released from Cebu prison, so we can’t see what effect this has on the larger society, but you can see in the video it does have a huge effect within the prison walls.
