I cannot believe that I am writing about the need for such laws but I do see the need for such items as I realize that if everything is out in the open and public, nefarious state actors could use such information to their advantage and undermine legitimate international relations of Liberland. This can be seen in the Liberland-El Salvador relations that Croatia had attempted to sabotage and I have seen in the various meetings where the cabinet is careful not to divulge “classified” information and it raises to me the necessity of formally classifying such secrets. The biggest hurdle though is the duration such items are classified and I will point particularly to the USA in that state secrets are protected for many decades, just look at the JFK assassination as example number one. For the draft law, I have proposed the absolute maximum to be 10 years and it can only occur under one situation with multiple hurdles to be crossed otherwise 5 years is the maximum.
This also raises the possibility of agents provocateur of infiltrating and becoming citizens and possibly getting into positions of power. The President of Liberland has made such accusations, the issue is as the law is currently written there are no consequences for anymore who is a foreign agent and acts maliciously towards Liberland.
LIBERLAND STATE SECRETS ACT (SSA)
Effective upon passage
Preamble
No secret may outlive the people it was meant to serve.
Article I – Classification Levels
Only four levels exist:
PUBLIC – CONFIDENTIAL – SECRET – TOP SECRET
Article II – Absolute 5-Year Rule
Every classified record is automatically declassified and published in full exactly five (5) years after its first entry date.
No extensions. No exceptions. No appeals.
Article III – Automatic Publication
At 00:00 UTC on the 5-year anniversary, the Transparency Hub publishes the complete document. Smart contract enforced.
Article IV – Violation Penalties
Attempting to withhold, destroy, or re-classify a document after its 5-year expiry = automatic permanent ban from office + 100 % asset confiscation under ACBA.
Article V – Wartime Clause (only possible exception)
Extension beyond 5 years requires:

A current active declaration of war AND
-
¾ vote of Congress AND
-
Citizen referendum within 30 days
Maximum total secrecy period: 10 years. After that, automatic publication even in wartime.
Article VI – Enactment
This Act enters force the moment the referendum closes with 50 % + 1 of cast LLM in favour.
LIBERLAND FOREIGN AGENT REGISTRATION ACT (FARA-Liberland)
Article I – Registration Requirement
Any citizen or resident who receives money, crypto, or anything of value from a foreign government, its agencies, or registered agents must register the relationship on the Transparency Hub within 14 days.
Article II – Penalties
Failure to register = automatic suspension of citizenship rights (voting, office-holding, Treasury receipts) and 5-year exile from territory. If a person was placed, appointed and or elected into a position of employment, trust, contract for hire, or received any form of compensation and has been judicially found to be committing such act they automatically forfeit their citizenship and all other rights they enjoy from Liberland and shall compensate to the treasury of Liberland the amount of funds they have received plus a 25% penalty fee.
Article III – Restrictions on Registered Agents
Registered agents may not vote, run for office, or receive Treasury funds for the duration of the relationship + 2 years thereafter.
Article IV – Enactment
Effective the moment the referendum closes with 50 % + 1 of cast LLM in favour.
