The Act introduces an important distinction between Citizenship, a continuing personal status, and Membership of Liberland, the voluntary relationship through which citizens exercise their privileges and participate in Liberland's institutions.

It also establishes a disciplinary system designed to protect Liberland and its community while safeguarding individual rights, freedom of expression, due process, and private property.
Disciplinary proceedings will be conducted by a Membership Council appointed by Congress, with decisions subject to approval by a Membership Panel appointed by the Senate. Until these bodies are appointed, Congress and the Senate will respectively perform their functions.
Importantly, disciplinary measures may result in the removal of Membership, but not Citizenship itself. The Act also regulates citizenship by descent and birth, political staking, compensation for proven financial losses, and the restoration of membership.
The Citizenship Act is currently a draft and has not yet been enacted.
Public Information and the Legislative Process
The draft is now being made available to the public for information as the first stage of its legislative development.
The proposed legislative process follows these stages:
- Cabinet proposal: The Cabinet presents the draft law to Congress.
- First reading: Congress examines the proposed legislation.
- Congressional comments: Members of Congress submit observations and proposed amendments.
- Revision: The proposer considers and incorporates appropriate amendments.
- Public consultation: Following Congressional review, the revised draft is published for public comments.
- Consultation period: The public is given at least three weeks to submit comments and recommendations.
- Final revision: The proposer reviews public submissions and prepares the final draft.
- Referendum submission: Congress facilitates submission of the proposal to a citizens' referendum, in accordance with the applicable legislative procedure.
- Referendum: Eligible voters decide whether to adopt the proposed law.
- Enactment: If approved through the referendum and all applicable constitutional requirements are satisfied, the Act enters into force according to its commencement provisions.
This process is intended to ensure that legislation receives careful institutional scrutiny and meaningful public participation before adoption.
The present publication is for information only. It does not constitute the formal public consultation period, which will follow the Congressional review.
Liberland remains committed to transparent lawmaking, public participation, and the principle that legislative authority ultimately rests with its citizens.
