Subject of the Tender
Provision of professional GIS, photogrammetry, and cartographic services for the preparation of analytical geospatial outputs derived from existing orthophoto and DSM datasets of the Gornja Siga territory (Liberland).

Purpose of the Project
The purpose of this project is to generate a comprehensive set of high-quality geospatial analysis layers and cartographic outputs to support scientific research, spatial planning, and policy documentation. All outputs will be used primarily in the official Liberland Cadaster available online, but also in research papers and official PDF publications, and therefore must be clear, legible, and publication-ready in A4 format.

Available Input Data
The contracting authority will provide access to existing 2D and 3D datasets, including orthophotos, DSMs, point clouds, and related assets.

Scope of Work
The contractor shall process the provided datasets and deliver the following GIS analysis layers and visual outputs:

  1. Orthophoto (RGB mosaic, geometrically corrected)
  2. Digital Surface Model (DSM)
  3. Digital Terrain Model (DTM, bare earth)
  4. Contour lines (intervals between 0.5 m and 5 m, as appropriate)
  5. Slope gradient (degrees or percentage, color-classified)
  6. Slope aspect (cardinal and intercardinal directions)
  7. Hillshade relief model
  8. Vegetation index (NDVI or equivalent)
  9. Soil Moisture Index (SMI or comparable proxy)
  10. Land cover classification (e.g. forest, grassland, sand, water, agriculture, built-up)
  11. Hydrology layer (streams, channels, floodplains, drainage paths)
  12. Watershed and catchment boundaries
  13. Ground Control Points (GCPs), where applicable
  14. Check Points (CPs) and error assessment (e.g. RMSE)
  15. Flight paths and image footprint polygons
  16. Infrastructure layer (roads, paths, buildings, utilities, fences where identifiable)
  17. Boundary layer (administrative, cadastral, or field boundaries where available)
  18. Point cloud classification (ground, vegetation, buildings, noise, etc.)
  19. 3D mesh and textured surface model
  20. Volume measurement polygons (cut & fill, embankments, stockpiles if applicable)
  21. Soil types or geology layer (based on available data or referenced datasets)
  22. Hazard and erosion risk zones
  23. Infrastructure damage indicators (erosion, cracks, waterlogging, sinkholes if detectable)
  24. Vegetation Height Model (Canopy Height Model = DSM – DTM)
  25. Land use zoning (agriculture, forestry, grazing, protected or open areas)
  26. Access and logistics layer (entry routes, UAV launch sites, obstacles)

Output Requirements
• All cartographic outputs must be suitable for A4 PDF publication
• Maps must include scale bars, north arrows, legends, and clear symbology
• Raster and vector data must be delivered in standard GIS formats (e.g. GeoTIFF, Shapefile, GeoPackage)
• Final map layouts shall be delivered as high-resolution PDFs and editable project files
• Coordinate reference systems and metadata must be clearly documented

Required Qualifications
• Proven professional experience in GIS, photogrammetry, or remote sensing
• Demonstrated ability to work with drone-derived orthophotos, DSMs, and point clouds
• Experience preparing publication-ready cartographic outputs
• Familiarity with scientific or research-oriented spatial analysis is an advantage

Bidders shall submit:
• A brief technical proposal describing methodology and tools
• Portfolio or examples of comparable GIS projects
• Estimated timeline for delivery
• Price proposal (fixed price or hourly rate clearly stated)
