Subject of the Tender:
Porting the Liberland Blockchain project to EVM-compatible smart contracts in order to enhance interoperability and adopt the Ethereum Virtual Machine (EVM) as the current standard execution environment.
1. Background
Liberland is developing a public blockchain infrastructure intended to support state-level functions and public services. The project aims to become the first country to operate core governmental processes on a blockchain.
To improve interoperability, tooling support, security auditing options, and developer accessibility, Liberland intends to migrate and/or port relevant parts of its blockchain stack to EVM-compatible smart contracts.
2. Scope of Work
The selected contractor will, in cooperation with the Liberland development team, in particular the Development Lead, perform the following activities:
- Design, development, and implementation of EVM-compatible smart contracts relevant to the Liberland Blockchain project
- Porting existing blockchain logic and mechanisms to EVM where appropriate
- Advising on architecture, best practices, and security considerations for EVM-based systems
- Supporting testing, review, and iterative improvement of smart contracts
- Providing technical documentation sufficient for maintenance and further development
The precise scope may evolve during cooperation and will be coordinated with the Development Lead.
3. Required Qualifications
Applicants must demonstrate a proven track record in blockchain development, with a strong emphasis on EVM ecosystems.
In particular, applicants should provide evidence of:
- Professional experience as a blockchain developer
- Substantial hands-on experience with EVM smart contracts (e.g. Solidity and/or Vyper)
- Experience with deployment, testing, and operation of smart contracts
- A public GitHub profile showing relevant repositories and contributions
- References to past or ongoing projects demonstrating competence and reliability
Reputation within the blockchain or Ethereum ecosystem is a significant advantage.
4. Verification of Skills
The Liberland Development Lead may assess shortlisted candidates for technical proficiency, including but not limited to:
- Code review
- Technical discussion
- Practical testing tasks
5. Compensation
- Rate: 50 EUR per hour
- Payment: Paid in LLM
- Billing: Based on actual hours worked, subject to mutual agreement and reporting
6. Duration and Form of Cooperation
- The cooperation is expected to begin as soon as practicable after selection.
- The engagement is intended as a contractor relationship, not employment.
- Duration may be extended based on performance and project needs.
