This is part of formal petition to the Liberland Congress to pass the Declaration of Neutrality.
I truly do not see why more action has not been undertaken by the Congress since it’s establishment several years ago, in terms of forming what the future of Liberland will be in regards to budgeting, foreign policy, internal matters and other items in the realm of what good libertarian governance should cover.
It is imperative that Liberland start forming its foreign policy no matter how small it may appear. Because inaction shows that Liberland is not serious about having international issues, which is clearly not true. When I look at Somaliland though I can’t help but think that we are far behind them in shoring up what country’s identity in foreign policy and international diplomacy should be.
Here is my proposal:

OF THE CONGRESS OF THE FREE REPUBLIC OF LIBERLAND
DECLARATION OF PERPETUAL NEUTRALITY
The Congress of the Free Republic of Liberland,
WHEREAS the foundational principles of the Free Republic of Liberland, as proclaimed in its Declaration of Independence of 13 April 2015 and embodied in the draft Constitution, are rooted in individual liberty, voluntary cooperation, property rights, and the absolute prohibition of the initiation of violence;
WHEREAS Several of the drafts of the Constitution written this far explicitly provide that Liberland shall not participate in conflicts, shall prohibit the initiation of violence against any State or individual, and shall permit only legitimate collective defense;
WHEREAS perpetual neutrality is the clearest expression of these principles in the realm of foreign affairs, enabling Liberland to serve as a beacon of peace, free trade, and prosperity while avoiding entanglement in the conflicts of other nations;
WHEREAS a formal Declaration of Perpetual Neutrality will strengthen Liberland’s international standing, affirm its commitment to the Montevideo criteria of statehood through demonstrated peaceful capacity for relations with other States, and invite recognition and cooperation from all peace-loving nations;
WHEREAS the Congress, acting in its legislative capacity and subject to citizen veto via the blockchain governance system, possesses the authority to enact this foreign policy item;
NOW THEREFORE, the Congress of Liberland hereby DECIDES and DECLARES as follows:
Article 1 – Perpetual Neutrality
The Free Republic of Liberland hereby adopts and proclaims a policy of perpetual neutrality. Liberland shall remain strictly neutral in all international and internal conflicts involving other States or non-State actors.
Article 2 – Prohibition of Participation in Conflicts
Liberland shall not participate in any armed conflict, military alliance, collective security arrangement, mutual defense pact, or foreign war, whether between States or within States.
Article 3 – Non-Initiation of Violence
In accordance with the Non-Aggression Principle, Liberland shall never initiate violence or the threat of violence against any other State, non-State group, or individual. The initiation of force is strictly prohibited.
Article 4 – Right of Self-Defense
Nothing in this Declaration shall be construed as prohibiting the legitimate collective or individual defense of Liberland’s territory, citizens, or residents in the event of direct armed attack. Any such defense shall be strictly limited to what is necessary to repel the aggression and restore peace.
Article 5 – Foreign Military Presence
No foreign military forces, bases, personnel, or equipment shall be stationed or permitted to operate on Liberland territory or under Liberland jurisdiction.
Article 6 – Peaceful Relations and Free Trade
Liberland shall maintain friendly diplomatic, economic, and cultural relations with all nations and peoples irrespective of their internal or external conflicts. The Congress reaffirms its commitment to open borders, free trade, voluntary association, and the free movement of goods, services, capital, and people as core elements of Liberland’s foreign policy.
Article 7 – Dispute Resolution
All international disputes involving Liberland shall be resolved exclusively through peaceful means, including negotiation, mediation, arbitration, or adjudication before mutually agreed tribunals.
Article 8 – Entry into Force and Blockchain Recording
This Congress Decision enters into force immediately upon adoption and shall be recorded on the Liberland blockchain. It shall remain in full effect unless repealed by a subsequent Congress Decision (subject to citizen veto) or superseded by the ratified Constitution of the Free Republic of Liberland.
