Outlining the Need for a Statistical Body or Organization

In my pursuit to compile good statistical data for Liberland in my Liberland vs The world article series much of my data for Liberland has had to be estimated using AI because there is no body that Liberland has whether it be government controlled or not that has such data as GDP. Even Liberland’s compatriot Somaliand has a central statistics department which measures these basic data points. Without such data many people, businesses and countries may not think Liberland is a suitable place to conduct business because we have no way to measure basic statistical data points that all countries use as the standard metric stick to which everyone can use to see if Liberland has a good economy or not.

Yes I am aware that Liberland does not produce anything but the people of Liberland do have to have some type of revenue and the businesses that do have measurable data and while said data should be given voluntarily my firm belief is that we should start compiling that data and possibly using it in some kind of marketing process to show that we are legitimate here is our data versus if someone asks for said data and it cannot be produced can be seen to be a very weak business idea. Would you go to a bank for a business loan unless you had all of your supporting documentation and evidence? The same logic I think applies to Liberland in this context but with people, businesses, and countries instead.

Liberland can and already has produced geographic and I believe some environmental data through the Liberland Environmental Organization. Demographic data such as those that are actually living in Liberland under whatever the definitions are of permanent resident for Liberland. A breakdown of where those that are citizens are from, how many eresidents are there, nationals by birth, etc., demographic breakdowns by age, sex, etc., migration statistics. I know this data exists but has it been publicly distributed? There are so many more data sets I could go ad nauseam over but the point I want to make is Liberland must publish statistical data to be able to make its case for international legitimacy even stronger.

So with that I call upon the Government of Liberland and also to the people that are experts in these fields to come forward and start building a statistical repository which I know has to exist in some form but to build it up and while I’m not asking for a labyrinth like large governments constantly produce and manipulate all I am asking for is the most basic of data for those of us that need to procure this kind of data to make our jobs easier and also more conducive for Liberland to present itself with more concrete evidence of success.

I have now drafted a Congress decision on this issue for review by the Congress and the people of Liberland

CONGRESS DECISION NO. [2026-Statistical-Office-10] / 2026
OF THE CONGRESS OF THE FREE REPUBLIC OF LIBERLAND
ENCOURAGEMENT OF A PRIVATE LIBERLAND STATISTICAL OFFICE

The Congress of the Free Republic of Liberland,

WHEREAS accurate, transparent, and timely statistical data on population, economy, settlement, trade, and blockchain activity are essential for informed decision-making by citizens, businesses, investors, and foreign partners;

WHEREAS the foundational principles of Liberland, as expressed in the Declaration of Independence and draft Constitution, mandate minimal government intervention and prioritize voluntary cooperation and free-market solutions over state bureaucracy;

WHEREAS the Citizenship Law already requires limited reporting of births and deaths to the Minister of Interior solely for the purposes of nationality registration (by descent or birth on Liberland soil) and maintenance of the citizenship registry — this narrow obligation shall remain unchanged and shall not be expanded into broader compulsory statistical collection;

WHEREAS the creation and maintenance of comprehensive official statistics should not be a government monopoly or funded by compulsory means, consistent with the Voluntary Revenue & Treasury Management Framework (Congress Decision [2026-Treasury-Framework-03]);

WHEREAS multiple successful private and nonprofit statistical initiatives exist worldwide (e.g., independent economic research institutes and blockchain analytics platforms) and have proven capable of delivering higher-quality, more trusted data than state-run bureaus;

WHEREAS a privately operated Liberland Statistical Office would enhance international credibility, support the 2026 Presidential Roadmap goals of recognition and economic growth, and demonstrate Liberland’s commitment to innovation through market-driven governance;

NOW THEREFORE, the Congress hereby DECIDES and DECLARES as follows:

Article 1 – Policy on Government Involvement
No government ministry, agency, or department shall establish, operate, or directly fund a comprehensive state statistical office. Except for the narrow birth and death reporting obligations already required under the Citizenship Law for nationality purposes, the Free Republic of Liberland shall not impose any additional mandatory reporting requirements on citizens or residents for statistical purposes.

Article 2 – Encouragement of Private Initiative
Congress hereby encourages and endorses the voluntary creation of one or more independent, private Liberland Statistical Offices by citizens, e-residents, DAOs, or private organizations. Such entities shall operate on a market basis through subscriptions, donations, grants, or other voluntary revenue models.

Article 3 – Framework for Private Statistical Services
To facilitate private development, the following non-binding support measures are authorized:
(a) The Minister of IT and the Blockchain & Technology Development Advisory Board (once constituted) may publish recommended open data standards and blockchain-compatible APIs for voluntary data collection and publication.
(b) Private statistical providers may request voluntary integration with Liberland’s public blockchain dashboards for real-time, verifiable data feeds.
(c) The Minister of Interior shall make available, on a voluntary and anonymized basis where consistent with privacy rules, aggregate data derived from existing citizenship birth/death registrations for use by accredited private statistical providers.
(d) Congress may, by future Decision, grant symbolic recognition or accreditation to statistically rigorous private providers that meet transparent, merit-based criteria (e.g., reproducibility, source transparency, and independence).
(e) All government-held non-sensitive data (e.g., aggregate blockchain transaction volumes, voluntary treasury reports, settlement activity summaries) shall be made available on-chain for private statistical use, subject only to privacy protections.

Article 4 – Principles Guiding Private Statistics
Any private Liberland Statistical Office is expected to adhere to the following voluntary best practices:

  • Full methodological transparency and open-source code where applicable;

  • Protection of individual privacy and property rights;

  • Independence from government influence;

  • Regular, timely publication of key indicators (population estimates, economic activity, citizenship metrics, etc.).

Article 5 – Reporting and Review
The Minister of Finance and Minister of IT shall include references to available private statistical data in their quarterly on-chain reports. Congress shall review the effectiveness of this market-driven approach no later than twelve (12) months after adoption.

Article 6 – Entry into Force
This Decision enters into force immediately upon adoption and shall be recorded on the Liberland blockchain. The Minister of IT shall publish the recommended open data standards within thirty (30) days.
