OF THE CONGRESS OF THE FREE REPUBLIC OF LIBERLAND
LIBERLAND WILDLIFE STEWARDSHIP AND HUNTING POLICY
The Congress of the Free Republic of Liberland,
WHEREAS the Free Republic recognizes the natural wildlife on and around Liberland territory (including the Danube riverine ecosystem) as a common-pool resource requiring responsible stewardship to preserve biodiversity, habitat, and sustainable use for future generations;
WHEREAS the principles of voluntary cooperation, property rights, and the Non-Aggression Principle preclude coercive state regulation of private land or individual conduct while still allowing the Republic to act as a custodial steward of unowned or commonly held natural resources;
WHEREAS hunting clubs organized as decentralized autonomous organizations (DAOs) on the Liberland blockchain provide a market-driven, merit-based, and community-governed model superior to traditional bureaucratic wildlife agencies;
WHEREAS responsible firearm ownership and use for hunting, sport, and self-defense is a natural extension of individual liberty, and in the European context — where civilian firearms rights are often heavily restricted — voluntary hunting club DAOs offer the most practical and culturally acceptable pathway to secure and normalize such rights without inviting statist overreach;
WHEREAS this policy aligns with the Settlement / Land Use & Development Advisory Board, the Blockchain & Technology Development Advisory Board, and the future Cultural Affairs & Community Advisory Board;
NOW THEREFORE, the Congress hereby DECIDES and DECLARES as follows:
Article 1 – Custodial Stewardship of Wildlife
The Free Republic of Liberland hereby asserts custodial stewardship over wildlife populations on Liberland territory and adjacent public waters. This stewardship is limited to promoting sustainable populations, habitat protection, and preventing wasteful depletion. It does not grant the state any regulatory power over private property or individual citizens’ use of their own land.
Article 2 – Regulation of Hunting Seasons by Voluntary DAOs
Hunting seasons, bag limits, and species-specific rules for wildlife (including waterfowl, deer, wild boar, fish, and other game) shall be determined exclusively by voluntary hunting club DAOs registered on the Liberland blockchain.
(a) Any group of citizens or e-residents may form such a DAO using the Enabling Act for On-Chain DAO Companies.
(b) DAOs shall publish transparent, science-based season proposals on-chain, open to public comment.
(c) Multiple competing DAOs may coexist; citizens and residents may voluntarily affiliate with any club and follow its rules while hunting on Liberland territory.
(d) No government ministry shall issue licenses, permits, or fees; participation is entirely voluntary and based on DAO membership and self-enforcement.
Article 3 – Firearms Rights and Responsible Use
In furtherance of individual liberty and practical self-defense in the European context, Congress recognizes that voluntary participation in hunting club DAOs constitutes a primary, culturally legitimate pathway for responsible firearm ownership and use.
(a) Hunting club DAOs may establish their own safety training, proficiency standards, and range protocols.
(b) The Republic shall not infringe upon the right of citizens and residents to keep and bear arms for hunting, sport, or self-defense, consistent with the Non-Aggression Principle.
(c) Any restrictions on firearms shall be limited to those voluntarily adopted by the relevant hunting club DAOs for their members.
Article 4 – Enforcement and Dispute Resolution
Enforcement of DAO hunting rules shall be handled through voluntary DAO mechanisms, on-chain arbitration, or the Liberland courts. Violations of the Non-Aggression Principle (e.g., poaching on private land) remain punishable under general law. The Settlement Advisory Board may issue non-binding best-practice recommendations for habitat stewardship.
Article 5 – Transparency and Review
All DAO season proposals, membership rules, and harvest reports shall be published on the Liberland blockchain. Congress shall review the effectiveness of this market-driven model no later than 12 months after adoption.
Article 6 – Entry into Force
This Policy enters into force immediately upon adoption and shall be recorded on the Liberland blockchain. Citizens are encouraged to begin forming DAO template contracts for hunting clubs immediately after enactment of this policy.
