The agreement, signed at the AIXL8 Innovation Office in Business Bay, formalizes a non-governmental, non-diplomatic collaboration focused on artificial intelligence, emerging technologies, startup development, and research into next-generation institutional and governance models for the digital economy.
The initiative connects Liberland’s global community of technologists, founders, and digital entrepreneurs with Dubai’s rapidly expanding innovation ecosystem and international investment networks.

The cooperation framework will initially support:
• AI-enabled organizational research and experimentation
• Startup acceleration and MENA market access
• Curated roundtables and innovation forums
• Exploration of digital identity and coordination models in technology-driven economies
All activities are conducted in compliance with applicable UAE laws and regulations. The collaboration does not constitute a diplomatic mission, regulatory authority, or governmental representation.
