Congress RESOLUTION NO. Con-Res-2026–01
on the Normalization of Blockchain Integrity and Institutional Conduct
In the Congress of the Free Republic of Liberland, 08 August 2026.
Preamble
WHEREAS, in November 2024, Congressman and government employee Dorian Stern Vukotić unlawfully centralized control of the Liberland Blockchain by removing multisig protections from the Sudo account and introducing unauthorized backdoors, which remained undetected until November 29, 2025; and
WHEREAS, as the Secretary of Technology, Mr. Vukotić was sworn to protect decentralization but instead centralized power, culminating in unauthorized attempts to take over the liberland.org domain and hosting infrastructure in October 2025; and
WHEREAS, following the restoration of legal control over web assets, Mr. Vukotić attempted to destroy data, force the adoption of a fraudulent clone site (liberland.io), and utilized chaotic reform proposals to coerce the leadership, bypassing the Congress of which he is a member; and
WHEREAS, Mr. Vukotić defied a direct Resolution of Congress (supported by the Cabinet and Senate) ordering the transfer of Sudo keys to a specific address, instead placing the Sudo account into a 2-of-2 multisig arrangement, refusing to delete stolen data, and misappropriating Merit assets from the Senate into the Sudo account; and
WHEREAS, Mr. Vukotić unilaterally and without authority altered critical governance parameters, including extending the Congressional voting period from 4 days to 75 days and blocked voting powers of President Vít Jedlička; and
WHEREAS, it is necessary to correct these unauthorized changes to the Liberland governance blockchain to restore order and trust;
WHEREAS, Mr. Vukotić has received on October 19, 2025 funds from the Ministry of Finance in form of BNB and LLD destined for creating a new BNB/LLD trading pair, but said funds have not been deployed to this day for that specific purpose, and Mr. Vukotić refuses to honor the request of the Ministry of Finance and Congress to return these funds;
NOW, THEREFORE, BE IT RESOLVED BY THE CONGRESS OF LIBERLAND:
Removal From Office
Congress confirms the onchain removal of Dorian Stern Vukotić from the position of Secretary of Technology due to gross misconduct, abuse of power, and breach of trust, which was enacted subsequent to his actions.
Restoration of Governance Parameters
That the voting period for Congressional matters on the blockchain shall be immediately reverted to the previous state to ensure efficient governance.
Judicial Reform
That the current judicial system configuration be replaced by a Three-Judge System, secured and operated by a 2-of-3 multisig wallet arrangement with 14 day veto period by Senate.
Security of the SUDO Account
That control of the Sudo account shall be transferred to the onboarded members of the Senate to restore the trust of the technological community and ensure decentralized oversight before final audit with the plan to remove Sudo after a complete audit of the system.
Management of Merits
That all existing Merit assets held in the Sudo (and subsequently transferred to Congress) account be returned to the budget of the Senate, and that the distribution of newly minted Merits shall henceforth be left to Congress until a solution is developed to split the stream in both Congress and the Senate.
Restoration of Presidential Powers
That the voting of President Vít Jedlička be fully restored, specifically regarding his authority to intervene or abstain from voting at his discretion, to protect the reputation of Congress and the State against the election of candidates with criminal records or proven criminal behavior.
Reaffirmation of Legal Hierarchy
That Congress reaffirms that, until the ratification of a final Constitution, the Articles of the Preparatory Committee remain the primary source of law in Liberland. Congress acknowledges its role as an advisory body within a Presidential system of governance until the adoption of the Constitution.
Returning of Funds and Liquidity
Dorian Stern Vukotić shall return all Liberland funds to the Ministry of Finance.
Dorian Stern Vukotić shall place control of all liquidity pools into the hands of the Ministry of Finance.
Conclusion
Congress confirms that it has not endorsed, authorized, or ratified Mr. Vukotić’s actions, including the takeover of blockchain sudo authority, the unauthorized transfer of domains, retention of funds, and any conduct endangering the integrity of the project.
Should Mr. Vukotić fail to comply within seven days, Congress shall treat his continued actions as defiance and misappropriation and shall take all appropriate measures, including public censure.
Enactment
- This decision is binding and effective immediately upon the affirmative vote of a majority of the Congress.
- The parts which must be executed on the Liberland Blockchain are hereby being submitted for the Referendum to be enacted by means of a code change, attached to this Resolution.
