The Resolution follows Congress’s review of the September 2026 Congressional election. According to the on-chain record, an account controlled by Vukotić used retained Identity Office clerk access to transfer 300,001 LLM to another account. That account then cast a 300,051 LLM vote for Vukotić shortly before the election closed. Congress concluded that the technical permissions attached to the clerk role did not authorize their use for an election-related allocation.

The relevant transactions are recorded directly on the Liberland blockchain. The Resolution identifies the two transfers of 1 LLM and 300,000 LLM, followed by the 300,051 LLM vote. The official election announcement published on 27 September likewise identified the use of retained Identity Office privileges as an abuse of public authority. 

Vukotić subsequently renounced his Congressional mandate. Under the blockchain’s election rules, the highest-ranked runner-up, Joseph “Joey” Langenbrunner, automatically succeeded to the vacant seat. 

The Resolution also orders the removal of Vukotić’s remaining administrator and clerk privileges within Liberland’s governmental blockchain offices and prevents such privileges from being granted to accounts under his control in the future. This was subsequently put into practice on the blockchain.

The disqualification has no automatic expiry. Vukotić may apply to Congress for its removal no earlier than ten years after adoption, with Congress deciding the application by simple majority. 

CON-RES-2026–02 was adopted by Congress on 29 September 2026 and entered into force immediately.
