The new police system I’ve designed is broken into 3 separate parts with each part being it’s own separate agency and having its own elected official head. Each agency has its own personnel and they can’t transfer to a different agency without doing training to qualify.
Before I introduce the 3 agencies, I must speak from my experience as a first responder in EMS and Fire depts as to the separation of talking, thinking, and action-taking. When a paramedic walks up to a patient for the first time, he is thinking about everything he is seeing, but then when he starts speaking to the patient, some of his thinking slows down. And then if he starts doing an action such as getting a patient’s vital signs, he usually has to stop speaking entirely as he is thinking and action-taking.
New paramedics find it extremely difficult to speak, and think at the same time and then when you also ask him to take action, it is often completely overwhelming to him to have to do all 3. Some new paramedics will even just quit the field entirely because this feeling of being overwhelmed never goes away for them. This is the beauty of having a team member with you that is always doing at least one of the 3 things (thinking, talking, or action-taking). It frees you up to only have to do a maximum of 2 of them.
And so this one of the primary reasons for the separation of the two types of law enforcement patrol officer that I have done with the DES and VS described below. One primarily does the talking and the other primarily does the action-taking. This allows the talkers to treat talking as the art that it is and to become masters of their craft of word-smithing. And the action-takers get to become the masters of their craft as well.
I believe this forcing of police officers worldwide to perform these 3 things at the same time in high stress situations and to get it right 100% of the time is part of what causes the viral videos of cops doing ridiculous things.
The segregation of these roles will also allow the talkers (DES) to be utilized for roles that are closer to social work than policing. This is a criticism I have heard for many years by cops and citizens: that cops are constantly called to situations that have nothing to do with police-work.
- The DES (De-Escalation Squad)
This group has officers that are tasked with doing the majority of the talking to the general public. They will be trained in the best de-escalation techniques so that potentially violent situations can be resolved peacefully. DES officers will focus on winning the hearts and minds of the public. Training will have pass/fail qualifications that test the recruits ability to de-escalate a scene.
DES officers will not be order-barkers, the VS will do that if necessary. DES will specifically NOT be trained in order-barking because we do not want them to automatically resort to yelling. One reason is that yelling induces emotional biochemical changes in the brain of the yeller that are not conducive to de-escalation. The DES must continue their de-escalation methods even after the VS officer has enacted a physical arrest. The DES officer will assist in the physical arrest, but also be the calming voice of reason during the physical arrest.
DES officers will do patrolling teamed up with a VS officer. The DES officer will do the majority of the talking, while the VS officer will do the majority of the physical violence, if necessary. DES will only carry non-lethal weapons. DES will have to know the laws better than others because they will need to verbally advise citizens about any law pertinent to the moment.
DES will be the primary ones doing outreach to the public to build trust and showing the public that law enforcement personnel are friendly and personable members of the community. They should visit all schools in their jurisdiction at least once a year to build impressions in all students.
If the public dislikes how law enforcement is speaking to citizens, the elected Head of DES is who they may want to replace.
- The VS (Viking Squad)
This group is partly based on the Icelandic group of the same name. They will primarily train in dealing with physical violence. They must qualify with pistol and rifle in shoot-house conditions. They will train in grappling and must be able to neutralize an untrained 180 lb man to qualify. They will be trained to bark orders the way that current law enforcement across the world do, but they will only utilize order barking and violence if the DES officer’s talking techniques fail to achieve results. VS will be trained in treating trauma wounds and must put in hours at an emergency room specializing in trauma to understand the types of injuries they may later be forced to cause in others.
The Viking Squad will do patrolling teamed up with a DES officer. They will also be tasked with: SWAT operations, VIP protection, and counter-terror. This police system will utilize an active shooter response closer to what the US Army’s Delta Force would utilize: the closest VS officer responds and either creates a team from the officers available (like SAS Christian Craighead did in Nairobi) or go in solo (like Delta Force Kyle Morgan did in Mali). Any person unwilling to engage active shooters while solo should not apply for the VS.
If the public dislikes how law enforcement is overly physically aggressive with citizens, The elected HEAD of VS is who they may want to replace.
- The Investigators
The Investigators will conduct all long-term investigations, such as murder, organized crime, political bribery. They will train in all methods of problem solving applicable, as well as forensics and every other modern method of solving crimes. There will be pass/fail qualifications in problem solving to become an investigator.
Neither DES nor VS will be given preferential treatment when applying to be an investigator over any member of the public because the priority should be in hiring the personnel with the best mental ability to solve crimes. Patrol officers have not historically been the best at solving crimes, partially because the rigors of jump-starting your body every time an emergency call comes in over the radio prioritizes adrenaline over mental function.
The Investigators may need to be supported by VS for security and by DES for questioning witnesses/culprits.
If the public does not believe criminal investigations are achieving results, they may want to replace the elected Head Investigator.
Staffing
The Heads of the DES and VS must work closely together to determine current and future staffing. Normal patrolling might utilize one DES officer and one VS officer, while low violence-potential calls (similar to social work) may require 1-2 DES officers without any VS. Executing a warrant for arrest on a known violent criminal may require 10 VS officers and only 1 DES officer to standby outside.
Retirement
Govt controlled retirement systems, in the past, have operated as a coercive means of forcing the employee to keep working in a job they hate, and also to get employees to perform actions that are unethical. Any retirement system used by the above 3 agencies (and hopefully the rest of the new govt as well) must be only a self-controlled retirement system. And by self-controlled, I mean that if they change or lose their employment, their retirement system is unaffected, with the only exception being that no new funds are entering it from the previous employer. The self-controlled retirement system must allow for any new employer to contribute funds to the retirement account, if they desire to. Any years based method of carrot-and-stick are banned as coercive (examples: 10 year vesting period, or “20-and-out” immediate retirement). These govt retirement systems of the past utilize irresponsible fiscal policy that demands that institutions continue to grow to be able to fund their liabilities.
Hours
The DES and VS will technically only be part-time jobs (but with a retirement system) with a maximum of 32 hours worked per week. New officers must work 32 hour weeks for their first year and then they can voluntarily change their schedule to either be a reserve officer (does not work weekly, only as needed) or any hours from 8-32 per week. They must keep the same hourly amount for 6 months before they can change to a different amount to preserve schedule integrity.
The DES and VS officers will also be required to have a secondary income (any amount) after their first year on-the-job is completed. The secondary income is another safeguard against officers following immoral orders just because their paycheck demands it. With a secondary income source, they have a better opportunity to quit law enforcement in the event that they are forced to act unethically.
The Investigators are exempt from the hourly requirements because they may need to work a lot of hours when an important case occurs and must be solved as quickly as possible. The Investigators schedule is one of the many things I would want to survey current and former police investigators to get their opinions on.
Age
The new recruits for any of the 3 agencies must be at least 24 years old as some life experience is necessary to being effective at the jobs. This is not the type of work where we can allow the young person to get the life experience through making massive mistakes on the job.
Technology
There may need to be a technology section in each agency or perhaps one that supports all 3. This is also a question I would forward to any law enforcement professionals to get their opinion, as I know this is a time of great change in using technology to police crime.
Potential 4th Agency
You might consider my police watch-dog organization called the Civil Defenders to be the 4th Agency of law enforcement and if they voluntarily chose to provide info to DES/VS/investigators, then, in a way, they could be considered as an “Intel” branch of law enforcement. Since they are basically volunteers, how often the rest of law enforcement receives info from the Civil Defenders could be a good measuring stick as to how much trust the community has in law enforcement. If trust decreases, then the Civil Defenders would probably turn their attention more towards policing the police, rather than giving info to them.
Add-On (4 Jan 2026)
I was inspired to add on to my new police system idea by the recent interview with Tucker Carlson and Ian Carroll. Ian talks about a few private citizens who has been pursuing their own investigations into the 2017 mass shooting in Las Vegas for 8 years and publishing their findings online. These citizen investigators have put together evidence and motives that is much more compelling than the shoddy investigations run by LV city PD and the FBI.

So my Add-On idea is to have the LL Police Investigators website be a host to anyone (anonymously) who wants to create a page and start compiling their own evidence for a crime. They get the freedom to pursue any leads they want and show their line of reasoning. All of these separate pages will be open for reviews by citizens. So we can understand that the official Police Investigators won’t have time to read several hundred of these pages, but they certainly have time to read the top 5 rated citizen investigation pages.
My fear with my police system above originally was that it was not forward-thinking enough and innovative enough for the new future we are heading into, but this add-on idea is definitely a great first step towards getting there.
